OCDEL is a collaborative effort between the PA Department of Education and the PA Department of Human Services

OCDEL pulls together the services under one department for ages 0-5 to help minimize the challenges of moving from Early Intervention (DHS) to

Early Learning/Headstart (DOE). Included in OCDEL is Child Care as well.


Parents, schools, childcare providers, Early Intervention and Head Start programs, libraries, community organizations, and other stakeholders

have joined with OCDEL to provide high-quality early childhood programs

and effective family support programs to address

challenges faced by families that affect school readiness and academic success.
